Statement by the Institute of Obstetricians and Gynaecologists, RCPI regarding their role in the approval of IVF surrogacy

In response to a number of recent articles which have appeared in the media regarding surrogacy in Ireland, the Institute of Obstetricians and Gynaecologists, Royal College of Physicians of Ireland (RCPI) would like correct the record with regard to the role of the Institute in these matters.

The Institute of Obstetricians & Gynaecologists, RCPI is the recognised training body for obstetrics & gynaecology in Ireland. Its mission is to promote excellence in the areas of patient care, professional standards, education and research in obstetrics and gynaecology. The primary focus of the Institute is the provision of postgraduate medical training.

In March 2006 in correspondence received from a private fertility clinic, the Institute was asked to comment on the practice of In Vitro Fertilisation (IVF) surrogacy. The Institute responded by stating that “it is not within our remit to recommend whether you should proceed with IVF surrogacy.” The Institute went on to state that the issue would have to be dealt with “on an individual basis with the unit and the appropriate authorities.”

It has been reported that “Although legal in Ireland for several years, its (gestational surrogacy) clinical deployment here awaited assent from the RCPI’s Institute of Obstetricians & Gynaecologists, which came in 2006.” This statement is not factually correct. The Institute has not provided any such assent and does not believe that it is within its remit to do so.
